L'étude de Marcel Smets est d'une grande importance, tout d'abord parce qu'elle comble une lacune dans l'histoire du mouvement des cités jardins et de l'habitat social en Europe. Jusqu'à présent la Belgique n'y était guère représentée. plus importante encore est la tentative d'intégrer le concept des cités jardins dans la perspective de l'habitat social et de mettre celui-ci en relation avec la problématique du domaine bâti en général et de la société qui s'y réalise.
